One of the most basic and fundamental responsibilities of government is to provide for the safety and welfare of its citizens before, during and after major emergencies and disasters. Therefore, an effective County-wide emergency Management Program should always remain as one of the highest priorities of elected and appointed officials at all levels. However individual citizens must also accept personal responsibility within their own means and abilities to be constantly aware of risk and always prepared to take protective actions when necessary for their own safety as well as that of their families, friends and property.

Elbert County’s Emergency Management Agency is directed by Chuck Almond. Deputy EMA director is Beth Seymour. Emergency manager at the local levels operate under the Georgia Emergency Management and Homeland Security Agency. Training and certification are gained through a series of courses offered by GEMA. Each emergency manager has the option to be certified at the basic, advanced, or professional levels.

Planning, preparation and training are essential when dealing with different types of disasters. Elbert County EMA develops and maintains a comprehensive state emergency plan to ensure mitigation and preparedness, appropriate response and timely recovery from natural and man-made hazards which may affect residents of Elbert County. All actions undertaken by emergency management focus on the protection of lives and property, with special sensitivity toward victims and their families. Elbert County EMA encourages education and training to prepare the citizens of Elbert County to respond to an emergency or disaster in the most cost-efficient manner.
